Style Guide

Submissions are expected to comply with the following guidelines.

Authors are required to sign in to the Article Tracking System with their email addresses and chosen passwords to make submissions and keep track of the assessment process. All authors are reminded to wait until all referee reports are collected, because the system allows for only one editing after submission. If an author edits the submission based on the comments of one referee, and further editing is required after the second referee provides their comments, editing the submission a second time will not be possible.

Title: Title should be descriptive, relevant to the content, and written in 11 point boldfacetype.

Author(s) name(s) and address(es): The title of the submission must not contain the name, title, institution and email of the author. Since the system administrator is able to view author names, these will be added to the article by the editor. Please make sure that the submission contains no personally identifiable information about the author. This is necessary for the referees to act in total freedom.

Abstract: Abstracts between 200 to 250 words, written both in English and Turkish, must be provided before the beginning of the article to briefly summarize the content. Three to five descriptive keywords must be provided after one blank line beneath the abstract. Abstracts must be written single-spaced, with 9 point typeface, and indented 1 cm from right and left.

Main Body: Body must be in A4 format (29,7×21 cm.), typed in Microsoft Word or similar software with 10 point Georgia typeface, with full line spacing and 12-point spacing before and after. Pages must have 2.5 cm margins on both sides and must not contain page numbering. The body of the submission, excluding abstract and bibliography, must be between 5 to 30 page. Paragraphs should not be indented.

Footnotes: Must be single-spaced and written with 8-point typeface.

Chapters: Articles may be organized into chapters and subheadings for convenience, and these may be numbered if necessary.

Tables and Figures: Tables must contain a title and a number, and placed relevantly within the body text. Figures must be suitable for color printing. Figure numbers and titles must be immediately below the figure and centered.

Images: Images must be high-resolution, scanned at print quality, and placed relevantly within the body text. Images are subject to the same title conventions as figures.

Quotations and Citations: All articles must follow the citation and reference guidelines below. Incompliant submissions will be returned to their authors for correction. Quotations in the body text that are more than a few sentences long must be indented 1 cm. from left and right:

Sources used in articles must be cited as follows in the BIBLIOGRAPHY section to follow the body text:

The BIBLIOGRAPHY section at the end of the body text must list the sources in alphabetical order of authors’ surnames. Entries must have hanging indent (Paragraph-Indents and Spacing-Indentation-Special-Hanging Indent). Although there are bibliographies in different writing systems, the bibliography with Latin writing system is requested.

1. Article upload

Articles are uploaded to www.rumelieducation.com after membership. The upload must include the text of the article, the copyright transfer agreement, the plagiarism report and the receipt. There is a download location for the article text and the copyright transfer agreement, the plagiarism report and the receipt are put in the folder and zipped. The zip file is loaded into additional files.
There should be no author information in the text of the article. All information in the copyright transfer agreement must be complete. The plagiarism report should not exceed 25%.

2. Preliminary assessment

Editor evaluates the uploaded articles as follows:

1. Purpose and scope, compliance with article writing rules and template: If not, it is sent back to the author. The author corrects it, adapts it to the rules and template, uploads it back to the system.

2. Documents: If the required documents are missing while uploading the article, the missing documents are requested to be sent to journal. The referee evaluation cannot be started before the documents are completed.

If the publishing director deems it appropriate, he directs it to the editor. The editor consults with the field editor. If the field editor deems it appropriate, the article is sent to the referees.

3. Referee evaluation

The articles that pass the preliminary evaluation are sent to two referees with the title of doctor in the field for evaluation. Referees press the accept button in the message sent to their e-mails and accept to evaluate.

Referee evaluation period is 15 days. 1st warning is sent for arbitrations that are not made within 15 days. 7 days additional time is given. If it is not done again, a 2nd warning and an additional 7 days will be given. If it is not done again, a new referee will be assigned to the article without a third warning.

After the referees accept to evaluate, they download the article from the system. The referee fills the evaluation form on the system. Writes evaluation messages to the author and editor. Marks the evaluation result. If he has made an evaluation on the text of the article, he sends that text to the journal.

The referees look at the article writing rules, article content, originality and scientificity. An evaluation must be written in the notes to the author and editor. The reason for rejection of rejected articles must be written.

The article that receives two acceptances and one revision and one acceptance is accepted directly. The article that receives two revisions is sent for revision. The article that receives a refusal and a correction is sent to the 3rd referee. The decision of the 3rd referee determines the outcome. The article that receives two rejections is directly rejected.

Accepted and corrected manuscripts are sent to the authors, and their final versions, arranged according to the referee's suggestions, are requested. The final versions of the correction areas are sent back to the referees for viewing, if requested by the referees. If the referees do not see any problem in the article, it is accepted. The final version of the article is requested from the authors within 7 days.

The finalized articles are processed for graphics and layout. PDF versions are sent to the authors for final checking. If there are corrections, they are asked to mark and add notes on the PDF. PDF texts are sent back to the journal. Thus, the process is completed. No corrections can be made after this stage.

4. Objection to the assessment result

The right to object to the evaluation results of the author(s) is reserved. Author(s) should write their objections to journal within 7 days after the decision is communicated to them, citing the opinions and comments within the scope of the evaluation results. Objections made are reviewed by the editorial board within 15 days at the latest. A field expert referee is appointed regarding the objections made by the author(s). The work is first reviewed by the referee, then a final evaluation is made with the opinions of the other referees and the result is reported to the author(s).
